The center was founded in 2014 by the University of Medicine and Pharmacy "Grigore T. Popa" in Iași, as a beneficiary, through the project "Advanced research and development center in experimental medicine - CEMEX", co-financed by the European Development Fund. Regional, priority axis 2 "Competitiveness through research, technological development and innovation", operation 2.2.1 - "Development of the existing CD infrastructure and creation of new infrastructures", based on the financing contract no. 635 / 12.03.2014, code SMIS-CSNR 48880, concluded with the Ministry of National Education as Intermediate Body, on behalf of the Ministry of European Funds as Managing Authority for the Sectoral Operational Program “Increasing Economic Competitiveness”. CEMEX is an experimental medicine center,
Objectives :
- Increasing the quality and efficiency of the research and development activity in the medical field, in order to improve the health services and to promote the economic competitiveness with impact in the pharmaceutical industry;
- Increase the research capacity by modernizing and developing the R&D infrastructure in order to raise the level of scientific competitiveness internationally by: creating a complex R&D infrastructure by modernizing and expanding the existing spaces, as well as equipping them with high equipment internationally competitive technologies in the biomedical field, of fundamental and applied scientific research on laboratory animals;
- The long-term development of collaborations with other clinical and fundamental research structures (universities, pharmaceutical research institutes and biotechnology) in order to obtain scientific results at national and European level, with direct applications in the pharmaceutical and biomedical industry.
- Improving the quality and efficiency of the CD activity carried out in the institution in order to stimulate the provision of high performance services for companies by developing innovative therapies in pathology, elaborating medical research studies in fundamental pharmacology and pharmacogenomics, validating new protocols for investigations, screening and treatment by experimental medicine studies;
- Obtaining patents and patents from the research activity to allow the establishment of spin-offs and participation in new financing projects;
- Obtaining the certificate of Good Laboratory Practice (GLP) that will allow the research center access to public and private external financing, increasing the awareness of UMF internationally;
- National and international recognition of certificates issued by the center for the free movement of Romanian and foreign medicinal products;
- Increasing the competitiveness of drug manufacturers and the biomedical industry as a result of the possibility of carrying out studies and testing drugs in the newly created center;
- Functioning as a regional point of contact / dissemination of information and know-how in the field of medicines and innovative diagnostic techniques;
- Attracting specialists, doctoral students and young researchers by creating new positions for researchers in the field, strengthening the administrative capacity of the center and participating in joint research projects at national and European level;

- Creation of a solid high level material base for the development of the researches carried out by the young PhD students from the University of Iasi.
- Establishing a national reference unit in in vivo biomedical investigations. Given that the current trend is the routine implementation (clinical investigations, forensic medicine, biological ecosystem quality study, epidemiology, etc.) of this level of investigation, we consider that the fruition of our expertise in this direction becomes a priority.
- Strengthening the depth and spectrum in the study of medicines, which will be the core of the research studies funded by subsequent grants. Given that most of the successful European medical research topics engage in deep biomedical studies, the chances of the research center to access similar programs depend on aligning the research infrastructure in the directions employed by the center for which we apply.
- Use of the technologies offered by the center in the current analysis in fundamental pharmacology and pharmacogenomics in the medical research studies approved for the course. The experience in the field of fundamental pharmacology will ensure maximum scientific and medical benefit, and will bring back in social terms an important contribution of the financial efforts of the research.
- Attracting the funds allocated at national and international level to support research in the biomedical field - fundamental pharmacology and advanced medical imaging, the study of medicines and their preclinical use, will contribute in the long term to reducing the total costs in the field of public health, to improving the health of the population. and to promote the economic competitiveness between the producers of drugs and biotechnology involved, which corresponds to the implementation of the concept of Sustainable Development of the North East Development Region.
